Hi, In therange mentioned and usage, Tata Indica Vista is a good choice.There are no specific problems reported regarding wheels and tyres of Vista. Even if arise there must be problem in Wheel alignment and balencing which can be corrected as required.
The Indica Vista has a well known excessive wear problem with tyres. That is not the only problem in the car, but many good choices if you consider other than Tata cars.

Why not you explore market for more good choises you are having. With 12K per year, you should go for Petrol version of any car. I have Indica Vista TDI, But I will recommend you go for Chevy Beat or Swift.
Or Ford Figo, good space and very sturdy
can anyone pls explain how and why a car with proper wheel alignment have excessive wear problem of tyres .from my experience i can say vista is definitely a very good car in its price range with no such problem.there are number of options in the price range testdrive the vehicles and decide onyour own,as far as vista is concerned do not regect the vehicle just because its tata .my advice is first hand experience as ive driven the vehicle thousand of miles not some coffe shop disscussion based on just brand image.
My friend go for petrol car. Diesel is recommended with > 18K kms / year. In petrol there are many options:
Polo, Figo, i10, Santro, new WagonR(K series).
Indica vista would be a wise decision with diesel. Vista => Quadrajet is pure value for money.

your budget is quiet decent and there are many options available, i recently bought a Chevy Spark even i had a similar budget. after a lot of research i settled down for this car. i'll give you my analysis
tata or fiat cars was a big no for me becuase of their pathetic service record and cheap plastics within the car. my dad sold his 2 yr old palio after being frustrated by the poor service offered by the Tata Dealer. think atleast thrice before settling down for any Tata or Fiat Car.
ford Figo: a decade old reputation of being high on maintanence.
Polo: excellent car but you need to extend your budget a bit and you wouldn't get a lot of equipment. but if you can extend your budget just don't settle for anything less than a POLO. Its a mark of German Masterpiece.
chevy beat: long waiting period, but a very good car.space exactly similar to that of a Spark.
Chevy Spark: cash discount of 40000, three years free maintainence package. apart from fuel you do not spend anything. even the bulbs, wipers, engine oil, brake pads are covered as a part of the package. so actually a car with no service cost for three years. so be at peace for 3 yrs. the 'Beat' does not come with this package.
maruti cars i didn't even research as i am an anti maruti due to the lack of safety features in their cars.
Hyundai i10: superb car but the kappa engine comes at a bit heavy price.and the irde engine is not worth settling for.
Better go for fiat punto 1.5 range
i 10 wd b d best option. Very frugal with good ergonomics and mileage. Service of Hyundai is also good unlike the choice you have made.
Indica Vista is definately a much improved form of a Tata product but still I 10 wd ba better choice in the long run.
The discussion is really hotting up ! I may suggest if you are not from a metro city go for a BS III compliant car and if from a metro go for a BS IV car like VW POLO or wait a bit for the Nissan Micra.If you want a family car go for the Skoda Fabia ambiente 1.2 .
