Depends upon you...if you want to improve the look and driveability.

Your tyres are 13 inch. So look for 13 inch alloys. Neo is a VFM brand. Plati/Legend are expensive. Go for Neo. I have used them for more than 5 years in three of our cars. They are great. Buy a set of 4...let your stepney be normal steel wheel.

(3) will this improve the ride quality of my car?
Yes. However it is better if you go for tubeless tyres (please dont convert your tube type tyres to tubeless this is very unsafe in the long run).
