Ofcourse it will affect the mileage because if you are on
60 KM speed the more pressure will push you backward. If it is an Aerodynamic way you can reduce some pressure. Don't keep your luggages on cross ways or cover the boxes competly
to pass the airpressure smoothly to backward.

If you fix one of the steel-frame kind there is no issues on milage while it is emply. Only to take care is not to get hooked by the low trees & branches in out-skirt roads. Fitting a luggage carrier will affect your stability but all u hv to do is be little slow on bends and that should be safe enough. The extra load plus additional air resistance will increase the fuel consumption. But the purpose will be served.

Foremost, it will affect the aesthetics of your vehicle.It should lead to instability of the car and also increase the fuel consumption.In conclusion,its an avoidable deterent.
