With you height and budget..you have 2 options Wagon-R or Santro..Santro is based on Tall-Body design which can relative give you better head space..I think with your budget..it should be possible to buy any second hand Santro

it is good that u want to own wagon r . ur height is normal for fitting in the car but for better head space u should opt for santro. with ur budget u can buy a second - hand wagon r.
