The emision norms are applicable from the date of implimentation and only for the new cars sold after implimentation.It will not be applicable for cars sold earlier hence there will not be anykind of problem in owning the car with BSIII norms. Further getting spares also wil not be affected as Honda is well established inIndia and you can get all spares for even earlier version City which is not in production.
In overall, If you are satisfied with price, features of Honda City, you can go ahead and buy the same.You can enjoy good service from the car atleast for 10 to 15 years.
East or west Honda is best. I would suggest going for a Honda city over Maruti SX4 if you can afford it. Mainly because of the quality of the vehicle and the resale value. Old Honda city of 2003 is being sold at Rs. 3.5 lac in chennai. Honda would be a better bet over SX4. Its a luxurious one.
