Hi,
Its a common phenomenon with petrol engines.The residual deposits of the combustion products in silencer causes this to occur and hence not a thing to worry.
Quite normal, water is the by-product of burning petrol and hence you find the rusting of silence pipes. White smoke increases with wear and tear of the engine as it consuming more fuel while starting.
It is a sign of good engine condition. There must be few drops of water coming out from silencer when you start engine. It ensures that the engine and exhaust systems are healthy. The white smoke could be because due to initial high water contents, the fuel is not able to burn completely. This white smoke should also be for sometime and not consistent , otherwise as said by Geet, it indicates deteriorating condition of the engine.
